Established last September by eight think tanks and academic institutions from LDC and partner countries , LDC IV Monitor will be an independent partnership to assess the implementation of the Istanbul Programme of Action for the Least Developed Countries (IPoA). This new organization, drawing its strength from the demonstrated expertise and capacity of its members, will undertake policy research, organise dialogues and carry out outreach activities covering the key issues laid out in the IPoA.
The initiative will aim to add value to the official follow-up and review mechanism of the IPoA, in line with the IPoA’s mandate. Working outside the official intergovernmental process, LDC IV Monitor will provide credible, evidence-based and policy-oriented assessment of the state of delivery of the promises contained in the IPoA. It will strive to enhance the transparency of the Istanbul follow-up process, promote accountability by development partners, agencies and national governments, and foster efficiency in the graduation of LDCs.
Ambitious in nature, the IPoA set out a strategy in favour of LDCs for the coming decade. But in order to ensure its meaningful realisation, the IPoA now needs to be followed up by the identification of delivery tools for specific targets, the provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. In view of the relatively weak implementation and monitoring mechanisms of the Brussels Programme of Action (BPoA), analytical, independent and policy-oriented monitoring by independent bodies and stakeholders is needed. LDC IV Monitor hopes to fulfil this function.
